What is Hiramaki in Japanese Katana terminology?

This is one of the techniques of handle wrapping (Tsukamaki). Unlike the twisted wrap (Hinerimaki) or the pinching wrap (Tsumamimaki), the overlapping parts of the wrapping thread do not rise and are made flat. It is characteristic of Satsuma Koshirae (sword fittings), commonly seen in Itomaki Tachi Koshirae, and can also be seen in Tanto Koshirae. Furthermore, this technique is used in the handle wrapping of military sword fittings.
